Edward Harley (c. 1699-1755), 3rd Earl of Oxford and Earl of Mortimer, and Baron Harley of Wigmore, was the son of Edward Harley, of Eywood, in Titley, Herefordshire, and Sarah, third daughter of Thomas Foley, of Whitley, Herefordshire. He was educated at Westminster, and Christ Church, Oxford (M.A.; D.C.L., 1737), and succeeded to the peerage on 16 June 1741.
